FMCS means Foreign Manufacturers Certification Scheme. Established in the year 2000, It is a license granted by the BIS (Bureau Of Indian Standards) authorities to the foreign manufacturers willing to trade in India who have their manufacturing units located outside the country. FMCS ensures that all manufacturers conform to the standards set by BIS. FMCS certification allows manufacturers to use ISI Mark on their product.

Eligibility Criteria for FMCS

 

  • The manufacturer of household appliances must have their factory located outside India. Basically, the manufacturing is conducted outside the nation.
  • Manufacturing firms must have their products tested to assess the quality , safety and efficiency of the particular appliance at the In-Built laboratory and NABL Certified labs.
  • Manufacturer has to pay the required fee i.e. application fee, inspection fee, license fee, advance minimum marking fee, performance bank guarantee etc. to obtain the license .
  • All terms and conditions must be agreed upon by the manufacturer.
  • Foreign manufacturers must nominate an AIR to become a representative for the respective party.

 


 

 

Process Of FMCS Household Electrical Appliances

 

  • First and foremost the manufacturing firm must make certain that the appliances for ex, toaster, kettles, oven etc are in compliance with the given standards. The manufacturer must take care of the quality and safety measures of the appliance.
  • The manufacturer must keep all the required documents ready. Other than that, manufacturers also have to make sure about the machinery and testing facilities available at the premises.
  • The manufacturer should provide all the signed hard-copies of documents to the Foreign Manufacturers Certification Department (FMCD) located at BIS headquarters or else the manufacturer can register online at the portal.
  • The manufacturing firm must fill the application form and pay the required Registration fee to register their household appliance for FMCS license. The manufacturer is accountable to fill in the accurate and complete details .
  • If any information is missing or inaccurate, the BIS authorities send an email to the manufacturer about the issue faced. If not, then the application is recorded and a number is allotted to the manufacturer.
  • The manufacturer must appoint an eligible AIR (Authorization of Indian Representative) to conduct the communications with the BIS authorities in India. Basically, AIR represents the manufacturing firm to the BIS authorities.
  • The BIS authorities visit the factory location to analyze the site, machinery, manufacturing process, product quality ,etc .
  • Product samples are tested to assess appliance’s safety measures, efficiency and quality level .
  • After positive test reports the manufacturer is obligated to pay for the license fee after which license is granted.
  • The manufacturer has to sign an indemnity bond and pay 10000 USD as Performance Bank Guarantee.
