Process of BIS FMCS for Automobile Accessories

 

Preparation: The first and foremost step of the manufacturer is to accept all the terms and conditions of the BIS to obtain the FMCS license. Along with that, the manufacturer must collect all the documents needed in the process, i.e. business license, trademark certificate, manufacturing equipment raw materials details, etc.

Application Form: The manufacturer can apply for an FMCS license online on the BIS portal or the manufacturer can provide the hard copy of the documents offline at the FMCD department in Delhi. Manufacturers must submit all the documents and fill in the correct and complete details. Also to progress further, the manufacturer has to pay a registration fee to apply for an FMCS license.

Issue Raised (if any): BIS FMCS authorities send an email to the applicant organization if they find any missing or incorrect information in the application form. If the authorities find no issues with the application form, the application is considered for further formalities.

Nomination of AIR: Authorization of Indian Representative is the full form of AIR. AIR is an Indian resident who deals with matters related to the firm with the BIS authorities. An AIR must have knowledge related to FMCS, government rules and regulations manufacturing firms, and automobile accessories.

Factory Audit: The manufacturer pays for the inspection fee after which the BIS authorities visit the factory premises to understand the conformity of standards in depth. The authorities examine the factory location, manufacturing equipment, raw materials used for production, testing facilities available at the site, production process, and various other factors.

Inspection: The International manufacturers willing to trade in India manufacture batteries at factories located outside India. The manufacturer has to pay the required fee for the inspection after which BIS FMCS authorities visit the factory to examine the manufacturing process, quality control procedures, machinery, raw materials used, etc.

Product Sample: The authorities collect the sample of the automobile accessories to ensure quality, safety, reliability, and performance. In other words, it is collected and sent to the BIS and NABL-certified laboratories to make sure no unscrupulous accessories are available in the market.

Laboratory Results: If the laboratory reports are negative it suggests that the standards of the automobile accessories are not compliant with the standards of the BIS standards. Thus, the process stops here. If the laboratory reports are positive, it suggests that the standards of the automobile accessories are compliant with the standards of the BIS. Thus, the license is granted.

Issuance of Certification: The manufacturer has to pay for the license fee and other miscellaneous fees after which the license is issued to the manufacturing firm.

Indemnity Bond and PBG: The manufacturer has to sign an indemnity bond with the BIS authorities. Along with that, the manufacturer has to pay USD 10,000 as Performance Bank Guarantee.

Validity of BIS FMCS for Automobile Accessories

 

Applicants whose standards are compliant with BIS standards i.e. quality, safety, reliability, and performance. Initially, the BIS FMCS certification license is valid for 2 years. Subsequently, the manufacturer has to pay for the renewal of the license fee. Successful payment of renewal of license leads to the issuance of renewed certificate. The renewed certificate is valid for a minimum of 1 year to a maximum of 5 years. If the certification is renewed after the expiry date of the initial certification, the manufacturer has to pay a late fee of Rs 5,000 to the BIS authorities as a compulsion.
